In St-Hyacinthe, Plamondon presented the "livre bleu," a roadmap for an independent Quebec. He assured that Quebecers with Canadian citizenship would automatically gain the new citizenship upon independence, recognizing dual citizenship as a sign of continuity with current Canadian policies.
"We don't want to create instability," Plamondon said, explaining why Quebecers wouldn't have to renounce their Canadian passports. Instead, an independent Quebec would welcome dual citizenship, mirroring Canada's existing framework.
Plamondon's vision extends beyond Quebec's borders. He plans to offer citizenship to Canadians born in Quebec but living elsewhere, as well as to children with at least one Quebecer parent. Even permanent residents would have their status recognized, with their time in the province counting towards Quebec citizenship.
But the most intriguing part is the offer of citizenship to francophones living in the rest of Canada. Plamondon sees this as a way to support and cooperate with these communities, providing financial assistance and a fast-track to citizenship.
"We want to show that we care about their situation," he said, adding that not everyone may accept the offer, but the gesture is a signal of Quebec's openness and interest.
As for the future of anglophones in Quebec, Plamondon promised to maintain federal funding or provide equivalent support from Quebec's resources. He emphasized the need to ensure organizations continue to function smoothly.
The question of Canadians' access to Quebec for work and residence remains, but Plamondon assured that this would be addressed in future "livre bleu" chapters, prioritizing a smooth transition for businesses.
